This is how Tomasz describes his talk: "During the talk I'll do a live demo of how you can build JSON-RPCs APIs in Rust using paritytech/jsonrpc library. The "why" part will be addressed at the beginning, by describing what we do at Parity Technologies and how JSON-RPC became a de-facto standard interface for blockchain projects."
